Renting out your Sintra home: the Alojamento Local guide
Short-term letting in Portugal runs through the Alojamento Local regime. After the 2024 rule reversal it is more owner-friendly than it was — but the detail matters, especially by municipality.
Many buyers want to know whether they can let the property when they are not using it. In Portugal, short-term and holiday letting runs through the Alojamento Local (AL) regime. The rules swung hard against short-term rentals in 2023, then swung back in late 2024 — so a lot of what you will read online is out of date. Here is where things stand in 2026.
What AL is
AL is the licence for letting a property to tourists and short-stay guests. Every AL unit gets an RNAL registration number, which must appear on your Airbnb, Booking.com or other listing. Without it, letting is illegal and platforms are increasingly required to remove the listing.
How to register
Registration is a prior notification to the municipality through the Balcão Único Eletrónico. You will need the property's habitation licence, civil-liability insurance, an energy certificate and the right tax registration. If the council does not object within its window, the registration stands and the number is issued. You must also report guests (the boletim de alojamento) to the authorities within a few days of check-in.
The 2023 Mais Habitação package froze new apartment AL licences and introduced an extraordinary contribution (CEAL). Decree-Law 76/2024, in force from November 2024, reversed most of it: the national freeze ended, AL licences became permanent (no five-year renewal) and transferable on sale, and the CEAL contribution was scrapped. If an article still describes a nationwide freeze or CEAL, it predates this change.
The catch: municipal containment zones
Lifting the national freeze did not make AL a free-for-all. Municipalities can still declare containment zones (zonas de contenção) where new AL is limited or blocked. Lisbon did exactly that from December 2025, closing its busiest historic parishes to new registrations, and in some zones an AL licence there now expires when the property is sold — so a buyer cannot simply inherit it. Porto has its own restrictions; the Algarve has stayed largely open.
Sintra is not central Lisbon, and short-term letting is generally available across the municipality — but rules are set locally and can change. Before you buy a property specifically to let it, confirm the AL status of that exact parish with the council, and check whether any existing AL licence transfers with the sale.
Condominiums and neighbours
You no longer need the condominium's up-front consent to run an AL in a normal flat. However, a condominium can vote — by a qualified majority — to oppose AL activity where there is repeated, evidenced disturbance. In a detached villa, which is the more typical Sintra purchase, this is rarely an issue.
How rental income is taxed
AL income is treated as business income (Category B), not simple rent. Under the simplified regime only part of the turnover is taxed: for standard apartments and houses the taxable coefficient is around 35% of gross income, and a non-resident is then taxed at a flat rate of 25% on that amount — an effective burden of roughly 8–9% of gross, before deductions and social security. Properties inside containment zones can face a higher coefficient. Non-resident owners generally also need a fiscal representative and to handle VAT registration on accommodation services.
What yields to expect
Be realistic. Gross rental yields in the better Portuguese markets sit around 4–5% for long-term letting; short-term AL can gross more in a strong season but carries real costs — management, cleaning, furnishing, void periods and higher tax treatment — that eat into the headline. Sintra is a lifestyle and scarcity market more than a high-yield one: most foreign owners here buy primarily to enjoy the home and let it to offset costs, not to run a pure income machine.
If you are financing the purchase, note that non-resident mortgages in Portugal generally do not permit buy-to-let. If letting income is part of your plan, raise it with the bank before you commit, and take local tax and licensing advice for your specific municipality.
