How to read this

INE medians cover every recorded sale across the municipality — Sintra's are pulled down by the large suburban parishes (Cacém, Agualva, Rio de Mouro). A new T2 in a quality development near Beloura or the coast typically trades at €4,000–5,500/m², i.e. well above the municipal median. Use the medians for trend and comparison; use the typology table above for what a specific new unit costs.

How buying off-plan works

  1. Reservation — a small fixed fee holds the unit while contracts are prepared.
  2. CPCV (promissory contract) — the binding contract; a first payment, often around 10%, falls due. Have an independent lawyer review it first.
  3. Staged payments — released as construction milestones are reached (foundations, structure, roof, weather-tight envelope, internal works).
  4. Escritura (final deed) — the balance is paid, the habitation licence is confirmed, and ownership is registered. The keys are yours.

Payment plans & financing

Because payments track the build, off-plan lets you spread the cost over months or years — a route to buying without a mortgage if you have the funds staged. Taxes & costs

There is no tax break for buying new: IMT (transfer tax), stamp duty (0.8%) and the usual legal and registration fees apply just as they do on a resale — about 7–11% on top of the price. Residential sales are generally VAT-exempt to the buyer, so you do not pay VAT on top. Non-residents may face a flat 7.5% IMT under the 2026 rules (still being finalised). Where new-build is in Sintra

Most of the Sintra hills sit in a protected UNESCO landscape where new construction is tightly restricted — so new-build is concentrated in the connected, suburban parishes (Rio de Mouro and the Cacém side, Beloura/Linhó) and toward Cascais, rather than the historic core. If you want new and well-connected, start with Rio de Mouro; for heritage, resale in historic Sintra or Colares is the field.

Buy off-plan safely

Portuguese law imposes no single mandatory scheme to protect your money off-plan. Reduce the risk: check the developer's building licence (alvará) and IMPIC registration and track record; tie payments to verified construction milestones, not calendar dates; negotiate a bank guarantee or escrow; confirm the habitation licence before the final deed; and have an independent lawyer review the CPCV before you sign or pay.
